寻良策解决外劳短缺问题 余伦福:种植业当务之急

(本报斗湖廿六日讯)斗湖著名种植人拿督余伦福局绅吁请政府,应从速关注种植业的原产人所面对燃眉之急的问题,而非专注下游工业的问题而已;这犹如把目前阶段的问题搁置,却只欲解决往后的问题,是无补于事的。

也是前斗湖国会议员的余伦福,是今日对于本州工业发展部长拿督陈树杰前天接见印尼驻沙巴州新任总领事,向媒体发表“对于一旦大部份印尼外劳回流肯定影响沙巴棕油业发展”谈话,提出本见作为资深种植人的意见及评论。

余氏表示非常感激首位州内阁的华人部长对于该课题作出的关注,这也是其(余伦福)本身早在十余年前,已预测到种植人所面对的辣手问题。

不过,余伦福询问,对于陈部长提出“如果我们的园坵业主能稍微改善合法外劳的福利,就可留住他们,否则一旦他们选择回流,本州的棕油产量肯定下跌,影响州经济表现”一话回应表示,本州的园坵业主对于合法外劳其实已非常厚道,包括让他们丰衣足食,为的是让他们都能安心的替雇主工作,对于他们选择回流的事件,余氏表示,那是一件属于国家应实施有利园坵业主的政策,是国家大事,不能把事件相提并论,更不应让园坵业主负上有关沉重的责任,这是对业者有欠公道的说法,相关方面应深入探讨。

至于本州的棕油产量,在合法外劳回流后肯定下跌,影响州经济表现的事件上,这属于连销性效应,至于谁应该负起责任,看来大家都不言而喻了吧!

余氏也对于部长提及“本州园坵业改用手操机械化代替人手进行收割等劳动工作,否则园坵业人力问题依旧需要获得解决这种现代化的生产可以吸引本地人参与,减少依赖外劳”的谈话,提出不解的疑惑指出:「相关方面是否已适量地准备好一批本地的青年参与机械操作?」,余氏也打趣地询问:「该批本地青年是否目前正在修读高中或大学先修班的青年,将加入农业机械操作领域?」

至于推动现代化生产的方式,余氏回应表示,也不是在能力有限的一些小园主可落实的计划,若无法在政府支持及推行之下,试问三几小园主就可以推动现代化的生产计划吗?

余氏说:「其实身为园坵业者的我们,对于合法外劳回流的问题并非依靠园主可以解决的,而是国家一项重大议题及政策,是不能把责任推卸在园主身上的。」

其中另一个引人深思的问题是,我国的许多大园坵业者,亦在此刻全力进军目前正在迅速发展油棕种植及下游工业的印尼,把资金大量投入邻国,这也意味着我国在相关领域市场上是否已趋渐失去有利的市场竞争条件,包括成本高涨及面对外劳不足的问题,明显隐藏了肯定随时爆发的危机。

余氏重申,政府其实必须把所有合法雇聘之外劳,全部给予齐全的登记,切莫让他们持着被雇主花费庞大合法化费用后,却最终换来外劳们有持无恐地拿着该“通行证”,跳槽至其他园坵工作。若实施固定性的政策,让雇主有所保障,此举不单只可有效减少跳槽举动,更间接减低外劳不足的问题。

向来极重视种植领域外劳不足问题的佘氏,希望把一直以来困扰种植人及园坵问题的各种良策提出,让施政者深入了解国内种植业者的问题及隐伏性衍生的危机,若不寻求对症下药的政策,则难有转机。

威斯特认同余伦福言论 人头税过高致非法外劳泛滥

(本报斗湖十八日讯)沙巴消费人协会斗湖分会主席士威斯特认同拿督余伦福所指,造成非法外劳泛滥主因是因为担保费或人头税太昂贵造成。

士威斯特表示,事实上他已多次提出同样观点。但是,非常遗憾,因为政府似乎并没有察觉问题的关键,只是在不断重复早已被认为效果不彰的政策。

除此之外,士威斯特也提醒移民厅,是否已作好遣返非法外劳的准备,包括足够的暂时住宿与海陆交通工具,避免发生以往曾经出现的不人道争议事件,甚至引发邻国非议。

士威斯特是基于移民厅总监宣布,将在农历年初九的天公诞之后,就会展开全国取缔非法外劳行动,而作出反应。

他表示,政府领袖必须认真思考、对症下药解决我国非法外劳课题,而不是一味采用法律行动来对付雇主和非法外劳。毕竟这些雇主和劳工并不是作奸犯科,只是为了节省成本和寻找生计而已。

士威斯特深信,倘若外劳的担保费或人头税降低,使外劳都有能力自行支付,非法外劳问题将迎刃而解。雇主们也不会冒险聘用非法外劳,因为有了足够的廉价合法外劳人手,并不值得再冒风险,聘用非法外劳。

(本报斗湖十七日讯)外劳担保费用或人头税太昂贵,是我国非法外劳问题难以解决的关键?

前斗湖国会议员拿督余伦福在新春期间受访时,苦口婆心的劝请政府认真看待国内雇主多次向政府作出的建议,尤其是关于外劳的担保费用太昂贵问题,避免年复一年,非法外劳课题始终还是无法解决。

他表示,担保费太昂贵,令外劳无法负担,也使雇主铤而走险,继续聘用非法外劳。国家则每年在取缔外劳方面,花费了大笔国库费用,而且会造成我国继续面临人力资源短缺,竞争力落后予亚洲其他国家等长期性且广泛性课题。

亦是前上议员的余伦福指出,如果取缔非法外劳的政策有效,目前就不会再有同样问题出现,可是多年来不断的取缔,可是非法外劳还是存在,政府就应该考虑,利用其他方式来寻求根本的解决外劳问题。

他也举出去年的取缔数据作为自己的言论根基,他表示,根据官方数据显示,去年我国政府曾在全国展开7099次检举非法外劳行动,可是只有区区4万7千3百10名非法外劳被捕。这证明检举行动成效很有限,但是花费甚巨,并不值得。

除此之外,他也用砂拉劳土地发展部长拿督斯里占士玛兴博士的言论作为证明。根据这位砂州部长透露,该州属在去年因为人力资源的短缺,使棕油业平白损失了12亿令吉的巨款,因为在油棕成熟时,不够人力进行采集工作。

鉴此,拿督余伦福表示,如果像联邦部长们所指,我国存有过剩的人力资源,不应该会出现油棕成熟不够人采的现象。他要求政府正视非法外劳存在的真正原因,而不是一味向雇主以及冒险越洋找吃的外劳施压。

如果我国人力资源真的不足,在这个情况下生产的物品,也会因此变得价格高昂,在未来亚洲各国关税开放之后,我国的物品将很难向泰国、印尼及菲律宾等拥有廉价劳工的国家竞争,更不用说要追上印度或中国这两个人口大国。

【本報斗湖十七日訊】前斗湖區國會議員拿督余倫福認為政府徵收過重的外勞人頭稅不只會影響國家經濟,更會增加成本進而打擊國產品在東亞自由貿易區的競爭力。 他直言,我國農產品如棕油等都受到過重的外勞人頭稅打擊,進而減低了在東亞自由貿易區的巿場競爭力。 "政府必需正視上述直接影響我國經濟以及非法外勞人數與日俱增的人頭稅問題!" 由於遭受過重外勞人頭稅的壓力,造成許多無力負擔人頭稅的僱主挺而走險地聘用非法外勞,進而衍生了非法入境者與日俱增的問題。 "因為外勞人頭稅太重而造成僱主挺而走險聘請非法外勞,也因此非法入境謀生者日益增加,這是雙向的問題。"他指出。 他指出,我國內政部長稱國家為打擊和驅遂非法移民而於往年展開多達7099次掃蕩行動,而七千多次的掃蕩行動也帶來了極大數額的開支。 政府也需要承擔4萬7千3百01名被捕非法入境者的食宿開銷,有關數字高於每年徵收的外勞稅務。 余氏認為,目前所有的驅遂非法入境者經費龐大與昂貴的外勞稅收息息相關。"我國政府遣送非法入境者回國後,他們又偷渡入境,不斷的循環對我國經費必造成重大影響。" 他要求政府重新評估外勞人頭稅務,尤其對一些需要龐大勞作力且重要生產領域給予特別評估。 他也不滿內政部委派多達13個政府部門處理外勞事務,因為移民廳和勞工部已足夠處理外勞事務了。

TAWAU: Former Tawau member of parliament Datuk Geoffrey Yee said the only way to curb illegal foreign workers and illegally employed foreign workers was to reduce the levy.

Commenting on the statement made by Home Minister Datuk Seri Hishamuddin Tun Hussein on a system to monitor foreigners and the proposal to be tabled by 13 ministries at the cabinet committee level, Geoffrey said there was no need for so many ministries to be involved as it only involved the immigration at entry and exit points and the Labour Department for foreigners looking for employment.

“Actually the high levy created a lot of illegal foreign workers. I am sure most leaders realise this problem but do not know how to solve it; if they knew the solution, the problem would already be solved,” he said yesterday.

He said in the past and till now, the action taken by the government was only to catch and punish illegals and employers.
“For so many years, this system (catch and punish) had been used but without success; so that means the system is outdated,” he said.

He said according to Hishamuddin there were 7,099 operations conducted by the Immigration Department throughout the country last year and 47,310 detentions were made.

“Operations involve a lot of money and the money spent could be more than the levy collected. All extra expenses incurred in these operations are the results from the high levy,” he said.

“If the government listens, all it needs to do is lower the levy and simplify the process and the problem is solved. All this while, employers have been asking the government to simplify employment procedures for foreigners and for a lower levy,” he said.

He said low levy meant foreigners coming in to look for jobs could afford to pay the levy themselves and they would not be entering illegally if the levy was affordable.

Geoffrey also said the levy caused a lot of problems, such as affecting production costs and eventually consumers had to pay more.

He also pointed out a statement by Sarawak’s Land Development Minister Datuk Sri James Masing who said Sarawak lost RM1.2 billion last year due to the shortage of workers to harvest palm oil fruits, whereas all this while leaders had been saying there were a lot of illegal workers which is contrary to what was being claimed.

He said if the government could reduce the levy it would not harm anyone; instead it would solve many things such as illegals, social problems, crimes and production costs.

Geoffrey also touched on the AFTA where the country had to be competitive against other Asean countries where labour was cheaper compared to Malaysia where the cost of labour is expensive.

Malaysia losing more money due to levy: Ex-MP

Tawau: Former Member of Parliament, Datuk Geoffrey Yee, said the Government should seriously look into the foreign worker levy, saying it will continue to cripple the country's economy and increase the cost of Malaysian products as it competes in the Asian Free Trade Area (Afta).

Yee, in a statement, said Malaysian agricultural produce such as palm oil will suffer in such open market competition under Afta, compared to other neighbouring countries as the levy gives employers an excuse to increase the prices of their products.

"The Government must seriously look into the matter as apart from crippling our economy, it also increases the number of illegal immigrants and it costs the country to arrest these people," he said.

Yee said with the demand for foreign workers resulted in the influx of illegals as many local entrepreneurs could not afford to pay the cost needed to engage a foreign worker.

"Therefore, employers prefer to take the risk in engaging illegal workers and illegal immigrants who took the risk to enter the country to find work", he said.

He cited a statement by the Home Ministry which showed 7,099 operations against illegals in the country last year which cost a lot of money.

Some 47,301 detained illegals had to be housed and fed and the cost is way much higher than the income generated from the levy system.

Yee cited that the system of arresting illegals proved impractical and costly due to the simple reason that the cost of levy is too high for local entrepreneurs, thus causing the continued existence of illegals in the country.

"We send them home and they return for us to arrest, this is not cost effective for our country," he explained, on the tendency of illegals to re-enter after being deported and the whole process being repeated.

He urged the Government to also look for other alternatives to help sectors such as plantations and manufacturing which require a large number of workers as the current method used proved inefficient.

He also pondered on the directive given by the Home Minister that 13 government agencies were ordered to study the matter, saying it is quite unusual for so many agencies to be involved.

"Why so many agencies? Won't Immigration and Labour departments prove sufficient to deal with this?," he asked.
